Donald Charles Kramer was born on November 27, 1921 in Oak Park to Charles and Juanita Ream Kramer.

Kramer served in World War II in the U.S. Naval Air Corps. He enlisted June 1, 1942, and graduated as an Ensign on June 9, 1943 from U.S. Naval Training Center, Corpus Christi. He was honorably discharged on December 21, 1945 as a Lieutenant Junior Grade.

After the war, he completed his college education at the University of Illinois, then joined Illinois Bell in 1947.

On July 3, 1948, he married Margot Louise Flock of Barrington; they raised two children.

Kramer had a long career with Illinois Bell Telephone, serving as a District traffic manager in Chicago, Elgin, and Joliet. In 1965, he was transferred to Springfield as a Market Development Engineer, then promoted to Division Manager of Operator Services.

He was a member of the Westminster Presbyterian Church, Illinois Bell Telephone Pioneers, Phi Delta Theta Fraternity, Paul Harris Rotary International, and Past President of both the Sangamon County Historical Society and the Rotary South.

LTJG Donald Kramer died May 3, 1987 in Springfield, Illinois, and is buried with his wife in Barrington’s Evergreen Cemetery.
