Earl Kingsley McNeil was born on February 9, 1912, in Benson County, North Dakota, to James and Ella (Rise) McNeil.

He enlisted on January 28, 1944, and served four years in the U.S. Army Cavalry, attaining the rank of First Sergeant during WWII.

After his discharge, McNeil completed a B.S. in Civil Engineering at Tri-State College (now Trine University) in Angola, Indiana. He worked for several years as a civil engineer for the U.S. Government, overseeing projects like the ALCAN highway and the Pan American Highway in Bolivia.

McNeil married WAC Veteran Evelyn Roslyn Johns on November 9, 1956, in Chicago; they were married more than 44 years.

In 1957, he founded Troch-McNeil Paving Company, an Elk Grove Village-based firm that worked on road projects throughout the Chicago area, where he remained as President until 1997.

1SG Earl McNeil died October 30, 2000, and rests with his wife at Evergreen Cemetery in Barrington.
