Franklin William Hawley was born in Phelps, Ontario, New York, on August 7, 1845, to William and Harriet (Goodale) Hawley.

His family relocated to Barrington prior to 1850, where they farmed.

At the age of 16, Hawley enlisted as a Private in Company G, 52nd Illinois Infantry Regiment, where he served until November 18, 1864. During his service the Regiment saw action at Shiloh, Corinth, Vicksburg, and the Siege of Atlanta.

He married Minnie Hood in Barrington in 1869; they had four children together.

Private Franklin Hawley died in LaPorte, Indiana, on March 12, 1922; his remains are interred with those of many other family members at Evergreen Cemetery in Barrington.
